Richard Commission Issues Consultation Paper on Electoral Arrangements

The Richard Commission is today publishing a consultation paper relating to the second part of its terms of reference, dealing with the electoral arrangements of the National Assembly for Wales. The Commission issued its first consultation paper, relating to powers, in November 2002.

Explaining the Commission’s approach Lord Richard said:
In our first consultation paper we set out our intention to take a very practical approach to the terms of reference – focusing on how things work at the moment and how they could be improved.
The Commission intends to take a similar approach to the electoral arrangements aspect of our remit. We do not intend to examine in detail, from first principles, all the possible alternatives to the present electoral system. The approach is to consider the strengths and weaknesses of the existing system and then to consider possible improvements. The questions we have set out are those which seem to us most relevant but if there are any other issues we should be thinking about we want to hear them. We hope that as many people as possible will send us their views.’
