The Assembly’s Electoral Arrangements

"The electoral system does produce a fairer representation of the views of the people of Wales than the simple majority system. However, there are clear reasons why, in some circumstances, the system is not democratic." Ogmore CLP

"It has been an advantage that the composition of the Assembly broadly reflects all substantial shades of political opinion in Wales. However, the means of achieving this diversity of opinion leaves a lot to be desired. It cannot be right to see candidates who have been defeated in constituency elections re-emerging as AMs via the regional list - and then with parity of esteem in claiming to represent those very electors who have rejected them!" Devolution itself is a new type of political project in the UK and from the outset Welsh Labour’s goal has been to create and sustain a new type of institution in the Assembly. Just as the nature and scope of the Assembly’s powers are without precedent, so too are the Assembly’s electoral arrangements. It is therefore right at this time, after one complete term and two sets of elections, to appraise these aspects of the new constitutional settlement.
