The National Assembly for. Wales would work much more efectively if it is converted into a Parliament with:-

1. Primary Legislative powers;

2. An 80-Member Pariament elected by the single transferable vote, with two Members per constituency;

3. Combined legislative and select committees based on the New Zealand Parliamentary model.
