Dear Rt Hon Lord Richard,

Commission for Racial Equality - Richard Commission Evidence Session at Cardiff 25th July 2003

We welcomed the opportunity to give evidence today and we hope the Committee found our contribution, or be it somewhat curtailed to 20 minutes, useful in relation to the purposes of the review on the powers and electoral arrangements of the National Assembly for Wales.
We provided the Committee with a set of papers which included the following;
  • A copy of Politics, Representation and Engagement - Race and Political Parties in Wales
  • Various performance guidelines for public authorities
  • A copy of the CRE's Annual Report for 2001
  • A copy of the Commissions response to the governments proposal for a Single Equality-Body
  • A copy of the evidence provided to the Equality of Opportunity Committee at the National Assembly for Wales
  • A copy of the CRE's leaflet, `It Could Be You'
  • A copy of the Executive Summary of `Towards Race Equality'
Please also find attached, a copy of the Commission's Annual Report for 2002, a copy of the briefing the Commission provided to Assembly Members entitled, `Ethnic Minorities and the National Assembly for Wales' as well as a checklist, on mainstreaming racial equality for Assembly Members.
In response to a question on the size of the ethnic minority community. We would like to confirm that the exact percentage of ethnic minorities in Wales according to the 2001 Census figures for Wales is 2.7% of the 2.9 million people living in Wales. ( This figure includes the Irish category and therefore the visible ethnic minorities make up 2.1 % of the population in Wales - which accords to 62,000 people).
As requested by the Committee I shall forward examples of the legislative change the Commission achieved across a whole range of primary legislation in Scotland for your information.
