Introduction

In giving evidence to the Commission, AWEMA (All Wales Ethnic Minority Association) will broadly follow the issues and questions as laid out in the consultation document.

We will follow the submission of our arguments under the following headings:

a)  The Size of the National Assembly – With No Change in Functions
b)  The Size of the National Assembly – With the Acquisition of Further Powers
c)  The Assembly’s Electoral System
d)  The Constituency Boundaries
e)  Factors to be Considered in Constructing a Possible Larger Assembly.

Under each of the headings, we will provide some form of commentary, and then, draw on that commentary in addressing the questions posed for consultation.

It is important for the Commission to appreciate that throughout our evidence, AWEMA will base its arguments and evidence from an Equalities Perspective, but with a focus on Race, Ethnicity, Multiculturalism, Religion and Multi-Lingualism. We believe that this is important as we are likely to be the only organisation that will give evidence from a "Black" perspective.
