Newport West Constituency Labour Party

Dear Sir or Madam
The Labour Party in this constituency wishes to make the following submission.
Powers
1.  We believe these should be the same as the Scottish Parliament.   The present arrangement places the status of the Welsh Assembly below that of the Scottish Parliament;  we find this culturally insensitive.
2.  Similarly, the Welsh Assembly should be known as the "Welsh Parliament".
Electoral Arrangements
1.  We believe the List system is little understoof by the electorate and the two ballot papers give rise to confusion.  The selection of the List candidates by the political parties gives undue patronage to the party leaders.   We believe the List system should be replaced by the Single Transfer Vote system.
2.  A person should not simultaneously be both a member of the Assembly and of a local council.  We believe that dual membership does not allow a person to do justice to both roles, does not allow a person to attend all meetings when there is a clash of meeting dates, and can give rise to a conflict of interest.
3.  There should be no more than 60 members.  This number is reasonable given the population of Wales.
