Dear Lord Richard of Ammanford
Re: Submission to the Richard Commission
I believe that the National Assembly should remain an institution with secondary legislative powers.
The Assembly Government should make a full response to the recommendations of the Richard Commission and allocate time in the National Assembly for a full debate.
Should any future UK government propose to grant primary legislative powers and/or tax raising powers to the national Assembly, the people of Wales should be consulted by means of a referendum. 
I do not support the granting of primary law making and/or tax raising powers to the National Assembly.  I believe that the Assembly's current powers are not being used effectively to benefit the people of Wales, whom the National Assembly and its Government are supposed to serve.
The recent elections showed that most people have not engaged with the Assembly.  It would be wrong therefore to transfer more powers from Westminster to a National Assembly Government that has the trust of less than 15% of the electorate.
The views I have expressed are those of the vast majority of my constituents.  I hope you will take them on board.
