APPENDIX C:
‘Members’ Access to Documents
17.4 A Member may inspect any documents in the possession or under the control of the Assembly which contain material relating to any proceedings of the Assembly.
17.5 Paragraph 17.4 shall not apply where:
(i) the law prohibits disclosure of the information contained in such a document;
(ii) the document contains legal advice supplied in confidence to an Assembly Member or members of the Assembly’s staff;
(iii) the document contains information supplied in confidence by, or consists of confidential correspondence with, a person or organisation (including a public authority) which was not under any legal obligation to disclose it and has not consented to its disclosure to Assembly Members other than Ministers;

(iv) the document relates to proceedings of a committee or sub-committee of which the Member is not a member and which were not, or are not likely to be, held in public;

(v) disclosure of the document would inhibit the free and frank exchange of advice and opinion between Assembly Members and members of the Assembly’s staff.

17.6 A Member inspecting any document under this Standing Order shall not disclose to any person any information contained in the document which is exempt from disclosure to the public under the code adopted by the Assembly in accordance with paragraph 17.2.
