Re: Consultation on The Powers of the National Assembly for Wales
Regarding the powers of the Welsh Assembly, my observations are as follows.
The Welsh Assembly is currently under powered, it has no powers over the 22 Unitary Authorities.   There was an agreement with Ron Davies, that for support for the Welsh Assembly, they, (the Councils) would have autonomous power.  The Welsh public are unaware of this.  If they were, they would understand the impudence of the Assembly.
The only control over the 22 Unitary Authorities is the Welsh Ombudsman, Mr Elwyn Moseley, who is responsible to No One.  He and his colleagues are drawn from "Council Culture" and should be replaced by a Tribunal drawn from more representative backgrounds.

There is hope for Wales if the Old Labour stronghold is broken so that party politics does not continue to stifle business and growth.  If the Welsh Assembly can control the Council's, this could happen.
