WRITTEN RESPONSES TO RICHARD COMMISSION CONSULTATION

Letter received from Mrs Nancy Davies
dated 22 July 2003

Dear Sir/Madam,
In response to the consultative document on the Powers and Electoral arrangements of the National Assembly for Wales and following my attendance at the public meeting held at City Hall Cardiff on I0~' July 2003, I offer the following comments;
I do not think that at this time the current Assembly is experienced or mature enough to deal with increased powers for legislation or tax-raising. They must first of all get on with making a success of handling those issues on which they were initially elected.
Public services across Wales are a disgrace to the Nation.
If the Assembly is under pressure, then perhaps they could consider extending the length of the working year. They must act on waiting lists for hospital treatment and stop the sale of hospital and educational land for housing development,without giving any thought to the future provision of public amenities that the people living in these homes will require.
The Assembly is currently unpopular due to their financial generosity to themselves; while assuming no responsibility over the huge Council Tax increases which the public face annually. The First Minister refused recently to accept a public petition concerning this issue. There is also the matter of their insistence on building the new debating chamber-, when members of the Commission have seen for themselves, City Hall Cardiff is a magnificent and readily available structure.
There is room for change in the present voting system, as many people feel that the Assembly does not properly represent them. Perhaps a more balanced and fairer representation of the electorate would result if there were a greater number of List members, than at present. I am sure that any of the tested systems referred to in the consultation document could work well and to the benefit of the Welsh people.
