| I refer to your letter dated 16 May 2003 addressed to John Pockett, Director of CPT Wales. | |
| Unfortunately Mr Pockett did not pass this correspondence onto me until very recently and therefore I have not had an opportunity to produce a full response for you. However, I trust you would find the following note to be of interest. | |
| 1. CPT Wales believes that the powers of the Traffic Commissioner and the Office of the Traffic Commissioner should be part of the function of the Welsh Assembly. This would produce a much closer relationship between the powers of the Welsh Assembly and the powers of the Traffic Commissioner and enable better planning and operation of road based public transport in Wales. | |
| 2. The Scottish Executive has much greater powers than the Welsh Assembly over public transport, particularly noticeable is the powers of the Scottish Executive over the rail industry. CPT Wales believes that such powers should be in the hands of the Welsh Assembly which would again produce much greater integration of transport. | |
| 3. CPT believes that the Welsh Assembly should have powers to investigate matters such as the modal split in transport so that it can directly influence highway planning in conjunction with public transport planning enabling a greater integration of modes and more effective public money. In the same vein, CPT believes that the Welsh Assembly needs to review the current powers held by local authorities and the way in which they are used as CPT believes that the existing structures of public transport planning in Wales are ineffective owing to the large number of local authorities and the shortage of skills which exists in transport planning. | |
